Douglas Shire councillors will be able to respond to a Council recommendation to waive infrastructure charges for a RV Park at Mossman Golf Club, located at 51 Newell Road, at Tuesday’s open session in Council Chambers.

According to the agenda and minutes, Council issued an amended Infrastructure Charges Notice for the Material Change of Use of the Tourist Park over land located at 51 Newell Road Newell.

The Infrastructure Charges may be paid in accordance with a payment plan after a two-year operating period from the date the lawful operation of the use commences.

“Council is in receipt of a request to waive the infrastructure charges imposed on a development approval for a Tourist park land use at 51 Newell Road, Newell. The infrastructure charges levied with the development approval total $53,166.32.

“The Mossman Golf Club has made representations regarding the infrastructure charges associated with the development approval issued on 26 November 2021. The Tourist Park was proposed to complement the existing golf club operation.”

Foreshore Management Plans

Councillors will vote to decide if they endorse the Foreshore Management Plans for Wonga Beach, Newell Beach, Cooya Beach, 4 Mile Beach and Oak Beach.

According to the minutes, in 2019, Douglas Shire Council developed the Resilient Coast Strategic Plan 2019-2029 (Strategy) and committed to undertake actions to reduce the impacts of coastal hazards, such as erosion and coastal flooding, and activities in the coastal zone.

A priority outcome of the Strategy is to undertake dune protection, maintenance and monitoring. To help achieve the five Foreshore Management Plans, the Plans have been developed for Wonga Beach, Newell Beach, Cooya Beach, 4 Mile Beach and Oak Beach.

The Plans have been subsequently workshopped with Councillors resulting in amendments to the management and maintenance of significant sites along the Four Mile Beach foreshore area.

Expiring trustee permit for marine rescue

It is recommended Council offers a further Trustee Permit to Queensland Fire and Emergency Services (QFES) on Wharf Street Port Douglas, for the purpose of providing marine rescue services from Ellis Beach to the Hope Islands, and for the storage of flares and associated flammable materials for a term of 12 months commencing from 30 April 2022 and expiring 29 April 2023, or until such time as the dispute between the Marine Rescue Douglas Shire Inc (MRDSI) and the Australian Volunteer Coast Guard Association (AVCGA) is resolved and a trustee lease is formally in place.

Council currently has a Trustee Permit in place over on Wharf Street Port Douglas, providing tenure to Queensland Fire and Emergency Services (QFES).

The purpose of this Trustee Permit is to allow for the provision of marine rescue services from the premises, covering an area from Ellis Beach to the Hope Islands. This Trustee Permit expires on 29 April 2022. Certainty of tenure is required to ensure the continued operations of marine rescue services in the Douglas Shire.

Financial report March 2022

Key points:

I) Operating revenue is currently ahead of budget $268k;
2) Operating expenditure is under budget by $2m;
3) The Operating Surplus is currently $6.8m, compared to a budgeted Surplus of $4.5m.

Cooya Beach Principal Cycle Network

Council wishes to award a contract for $425,008.90 (GST exclusive).

Douglas Shire Council requires a contractor to construct Stage 3 and 4 of the Principal Cycle Network at Cooya Beach. This project is part of a major infrastructure program that will provide a safe access cycleway and footpath throughout the Douglas Shire region.

Douglas Shire Council will be undertaking this upgrade under the 2021/22 delivery program. The project budget is $515,000 (exclusive of GST) and is partially funded by the Principal Cycle Network Program from Transport and Main Roads. The primary challenges with the scope are constructing the works within a short timeframe.

The construction of over one kilometre of cycleway and a pedestrian foot path also follows the recent completions of bulk earthworks and drainage improvements in the vicinity of works. At the time of the tender close, five contractors submitted five submissions.
